Dr. Stepp was born in Chatham County (Tybee Island), Georgia. He and his wife, Bettie Ann have four sons, each of whom is successful in their own right. Dr. Stepp graduated from Belhaven College with a major in Biology and a minor in Chemistry. He received a Bachelor and Masters of Divinity from Columbia Theological Seminary in Atlanta, Georgia, a Doctor of Ministry from McCormick Theological Seminary in Chicago, and a Certificate in Child Care Administration from the School of Social Work at the University of North Carolina. Presently, he is completing work to be licensed by the Franklin Covey Company as a facilitator for the "Seven Habits of Highly Effective People".

Dr. Stepp has been an ordained minister in the Presbyterian Church (USA) for thirty-three years serving pastorates in Alabama, Florida, and South Carolina. For seven years, he was an administrator and pastor of the Thornwell Home and School for Children in Clinton, South Carolina. He is now completing his twentieth year as Senior Minister of Memorial Presbyterian Church in downtown West Palm Beach, Florida.

Bill Stepp has served on the boards of many church and community organizations with a major commitment to providing quality care and education for America's children and youth. In addition to being a member of Northwood University's Florida Board of Governors, Dr. Stepp presently serves on the Board of Directors of the West Palm Beach Kiwanis Club Foundation, and the Steering Committee/Planning Team for the PFR Christian Life Conference held annually in Montreat, North Carolina. As a servant of the church, Dr. Stepp was on the founding National Board of Presbyterians for Renewal. He has served as a leader holding key positions in The Presbytery of Tropical Florida, the Synod of South Atlantic and the General Assembly.

He has many varied hobbies and special interests including exercising, music, hiking, fishing, tennis, golf, amateur "ham" radio, and motorcycle riding.
